What is the Cybersecurity Plan 2022?

The cybersecurity plan 2022 is a set of plans encompassing all aspects of cyber security. It is a roadmap that will guide us to achieve our vision and strategies for cyber security in Singapore. 

This Cybersecurity Plan 2022 is a compendium of the Cybersecurity Strategy and the Implementation Plan, which were published in 2015 and 2017 respectively. 

The Cybersecurity strategy 2015 set out three strategic directions: 

  • strengthening cyber resilience
  • developing cyber security capabilities
  • strengthening cyber diplomacy and engagement

Cyber Resilience for Critical Infrastructure Cyber-Systems

Cyber-resilience is a set of measures to ensure that critical cyber systems can withstand cyber incidents. It is while allowing the core functions of the system to continue operating under attack. 

In Singapore, critical infrastructure is broadly defined as systems that are essential for national security, economic growth, and the well-being of Singaporeans. It also includes systems such as water supply, power grid, and transport. 

The Cybersecurity Act will be amended to include more detailed definitions of critical information infrastructure and critical information infrastructures. We will also clarify the penalties for a person who illegally accesses a critical information infrastructure.

Cyber Security for Smart Nation Initiative

As a Smart Nation, we will develop a national cyber security framework that will protect the nation’s digital systems, data, and information from cyber-attacks. 

We will also enhance our cyber security capabilities by equipping ourselves with a pool of skilled workers in cyber security. In addition, we will strengthen our international cyber security cooperation to support the development of secure and resilient cyberspace globally. 

Cyber Security for Healthcare Industry Cyber-Systems

We will strengthen our cyber security to protect the Singapore healthcare sector, which is increasingly reliant on technology for its daily operations. Also, we will develop the cyber security capabilities of healthcare operators and develop a cyber security framework that will cover the entire healthcare sector.

Cyber Security for Small and Medium Enterprises Cyber-Systems

Most businesses, especially SMEs, do not have the resources to invest in cyber security. Hence, we will work with industry associations, tech companies, and other partners to build cyber resilience among our SMEs. 

Cyber Security for Critical Networked Systems in Government

Government agencies are critical networked systems that are essential to the delivery of public services to Singaporeans. Therefore, we will strengthen cyber security in our critical networked systems. 

We will also enhance our cyber security capabilities by equipping ourselves with a pool of skilled workers in cyber security. In addition, we will strengthen our international cyber security cooperation to support the development of secure and resilient cyberspace globally. 

Cyber Security for Critical National Infrastructure 

Critical national infrastructures are systems that are essential to the delivery of public services to Singaporeans and are vital to our national security. They include telecommunications, energy, banking and finance, water supply, public transportation, among other sectors. 

Cyber Security for Cyber Security Expertise in Singaporeans

As a Smart Nation, we will develop a national cyber security framework that will protect the nation’s digital systems, data, and information from cyber-attacks. 

We will also enhance our cyber security capabilities by equipping ourselves with a pool of skilled workers in cyber security. In addition, we will strengthen our international cyber security cooperation to support the development of secure and resilient cyberspace globally. 

Conclusion

Cyber security is a top priority for Singapore. We will continue to strengthen our cyber security and develop our cyber security capabilities and capacities. Also, we will take the lead in enhancing international cooperation and in promoting secure and resilient cyberspace globally.
